I have a old version of Jira server 6.3 and I want to close and delete the server.
But I have to archive the issues (maybe with attachments) so if its necessary I can look into old issue comments for legal purposes.
Is it possible to export and download all issues/comments/attachements in a format that is searchable?

Not unless you did something like scrape the issues out into docs like Word, one at a time. You could just keep a copy of the database, but as the relationships are done in the code, you will not find it nice to search (similarly an xml export is equally unfriendly)
Best thing you can do is actually just leave Jira there. Server licences are perpetual, so you won't lose access or usage. Maybe change the permission schemes to read-only so no one edits anything. You don't need to be even running it, only fire it up when you have a need to look at the data.
Yes, the xml holds everything except the attachments. But it's only really readable by another Jira - it could take you weeks to work out how to read a single issue, let alone a more complex search

Have a look at the first two on https://marketplace.atlassian.com/search?hosting=server&product=jira&query=export , but bear in mind that these do not export everything you might need for an audit, and your exports will be quite hard to search as you'll be destroying all the indexing on data.
