I've got a problem with assigning issues to people.
There's only one specific project that got that situation, in case of other projects - everything works just fine (list appears with all people and they all can be assigned)
If you log in as a 'regular user' without admin permissions, you can only assign a ticket to yourself or noone (these only two positions appears on 'assignee' list. In case of people with admin permissions, everything works fine (list is full with assignable users).
All users in group got 'assignable' status and can assign issues in project permission scheme.
They all can browse projects in project permission scheme as well.
In GLOBAL permission scheme all users got 'browse users and groups' permission.
I use JIRA CLOUD
I ran out of ideas for this problem.. Anybody help.. ?

Do you agree that the specific project uses the same project permission scheme as others?
If this specific project uses different permission scheme then you need to check the Assignable User permission, so that you define the permission appropriately.
If the specific project uses the same permission scheme as other normal projects, then can you share the screenshot of the Assignable User permission configured in the permission scheme.
