This page says Atlassian Access should be configured prior to migrating users/groups. Is it mandatory, i.e., can it be purchased and configured after migration?
You can always introduce Atlassian Access at a later point in time. Most companies using an IDP will want it in place prior to any sort of go-live to ensure that they are managing their users and directing them to use SAML.

It is required if you want to connect your users to your IDP. But it isn't "required" in the sense that not having it would prevent you from migrating data.
