×Is there a way to assign a bill rate to a specific engineer so that when they are working the task we'll get an estimate on how much money they're burning per sprint
For instance,
We have a 2 million dollar contract with a funding deadline, and we would like to ensure that our burn rate is on pace to complete the contract before funding is cut, without going over the contract amount.

This is not available out of the box in Jira. There are add-ons that do this, however.
The Tempo suite is one example - they've got Timesheets, Budgets and Capacity Planning tools that do this. Tempo Timesheets alone allows you to assign billable rates to specific users and report on how many hours they're tracking in Jira x rate.
