Can JIRA Calculate Date Requirements?

I have a team needing to add date field guard rails as a requirement. If I enter the 'Handoff Date' as 12/1/23 but the entered 'Due date' cannot be before 9 weeks from Handoff Date.

Jira doesn't have a native method for doing that sort of validation while editing an issue. Are you willing to consider third party apps to achieve your requirement?

You could use an Automation rule to evaluate the date difference after the change has been made, and then take some action.

We are also needing to do broad date adjustments based on various triggers like Microsoft Project, do you know of a 3rd party app that can handle this?

Q1: how to test the dates?

Q2: How to adjust dates "based on various triggers"?

If I have correctly understood that the second item is a separate question, I suggestion you start a new Question post and provide specific information about what the triggers would be. If those triggers are from external sources, do you already have integration between Jira and those external sources, or are you looking for apps to enable the integration?
