Hello, I'm trying to link a Jira Software issue with a Service Management issue. The user trying to perform this action is only licensed in Jira Software and cannot link to these issues.
The problem I am having is effectively due to the user's license or there is an issue perhaps in the roles and permissions that I am not seeing. (in theory, anyone logged into Jira can perform this action according to the schemes of both projects).
It could be due to permissions if you cannot link a Jira SW issue from JSM.

The only thing that is not clear to me is if the jira software user needs a service management license. Since I have the same permissions as the link you sent me for both people and one (who can do it) has a license in SM and the other does not.
