We have two separate jira accounts that have different projects.
I want to move one project over from one account to another with all the sprints/backlog history etc.
Is that possible?

So I understand that you want to migrate JIRA project from one instance to another instance.

If you are on server you can use plugins like configuration manager for jira or Project configurator for JIRA - https://marketplace.atlassian.com/apps/1211611/configuration-manager-for-jira?hosting=server&tab=overview
I followed the steps to export by project and then went to the import step.
I see in the Jira import wizard it says
This import process lets you import data from another Jira export.
Please note that this process will delete all existing Jira data in your site and replace it with data from the selected file.
I do NOT want to delete my current projects in jira I only want to ADD the project from the other jira account

But there is no easy way if you want to keep all the data.

I feel your frustration about the lack of a merge tool for Jira cloud.
My team uses a temporary server instance to do the merge from backups of each cloud instance, then backs up everything from that temporary instance and restores it into the cloud account selected as the survivor. The data in that instance is thus replaced with the merged data. That's it in a nutshell and it sounds easier than it frequently turns out to be so make good backups and test fully before attempting with live data/instances.
