According to the documentation you can copy without attachments yes. There is an option for this.

My question is about Copy Jira data | Atlassian Support where I cannot find similar option than available for data copying to Sandbox. In my case the test environment is another cloud instance not Jira sandbox.

If you are willing to try a third-party app, you could try our Deep Clone for Jira.
Deep Clone can clone whole project including their configuration schemes and issues across instances with its Project Clone feature.
While Deep Clone can clone Attachments across instances, this option is unchecked by default.
