I'm trying to create a solution where I can automatically create issues in our jira cloud instance, but without using a personal account (employee might leave etc).
I've created an organisation api token, but when I try to use that, I get empty responses (i.e. listing projects).
Is there no other way to create Jira issues without using a personal api key?

Org API Tokens are to manage Org properties of the Jira. Its not a super admin role which lets you create issues etc.
I think you are looking for a "service account" type of role and its token.
Unfortunately, I dont think there is such an option.
People just create a dummy user, assign the user appropriate priveleges across projects, then log into Jira to generate token as a user, and then designate this user as service account and use its credentials for API calls go forward..

Thats what I thought too. Using a dummy user for automation is more a workaround than a solution in my opinion.
But if there is not other decent solution, that will have to do for now. Thanks for your input!

I wasn't talking about a user api token, but about Org API Tokens. And unless I'm missing something, you can't add permissions to those.
