×I'm trying to move issues from one project to another, but when I am on the Bulk Operation Step 2, I see an N/A next to "Move Issues" and "NOTE: You do not have the permission to move one or more of the selected issues."
I am currently the admin of this JIRA Core site and admin in all of these projects.
You need to check each permission scheme used by each project the issues you are trying to move are in. The permission scheme is the main driver of who can and cannot use the "move" function.
If you have granted yourself "move" for all the projects, then check the workflows for the blocked ones. It is possible to add a "workflow property" to any step that will say "do not allow something while in this status" - usually used to block edits and commenting on closed issues, but you can block "move" just as easily.

On your workflow, check if there are any conditions or validators, i.e. only assignee condition, user is in project role, etc.

I think you might be mixing up "transition" with "operation".
You can move issues across a board, but what you are really doing is using a "transition". Those can have conditions and validators.
But @Chegg Coop is talking about the operation "move" (for moving issues between projects and issue types). They don't have conditions or validators, and access is controlled by permissions.
