Own board: (without administrator permissions)
1) If it's your "own personal board", you can simply delete it by clicking the 3dots ( in the top-right handside corner) and choose delete Dashboard
2) If you want to delete many "own personal boards", you can simply delete it by navigating to Dashboards--> Manage Dashboards --> My Dashboards
click the wheel icon (right handside of the respective board name). and choose Delete

Other's board if shared:(with administrator permissions)
You must be logged in as a user with the JIRA Administrators global permission.

I think there is no possibility on delete it as you (even though you have JIRA Admin permissions) may not have access to the board.
Workaround:
in JIRA Server: You take the identity of the user (SU for Jira) and delete like your own board.
in JIRA Cloud: I think SU for JIRA is not yet available for cloud.
you have to ask the user to share the board or ask to delete it
