Can we control who can prioritize issues in the product backlog (don't care as much about prioritization within sprint BLs)

Grant or remove "Schedule Issues" permission.

I tried to revoke the schedule access but there are users that are changing the priority of the tasks. In the end I had to revoke their editing permission as a whole...
