Hi, one our site admins has retired and we need to remove/deactivate his Jira account. I'm also site admin, but the "Remove user" button is greyed out for me so I'm not able to remove the account. I've removed him from all user groups, but is there a way to delete his account entirely?
I had to start by removing the user from the "Organization" Administrators page.
Find Organization page -> Administration -> Administrators [Remove the user here]
Then, go to the site-admins group and remove the user there. (Actually, the first step removed the user from the site-admins group automatically) Then, deactivate the account.

I can find it by going to the main gear icon on the left bar that opens Jira settings. Then go into "User Management" or "Billing", (Both of these are under a heading called "Atlassian Admin"). Once in either of those areas, I see my Organization at the top of the left bar. (I also see "Administration" as the main header of the left sidebar). I click on the my Organization and it opens Organization side bar options, which includes "Administrators".
It's a fairly confusing flow...

It is confusing flow... steps for me in Jira cloud:
1. from any of my project board backlog views I select the small settings cog in the lower left corner of the blue pull out panel
2. select User management
3. in upper left of pullout select your organization name
4. select settings in left pullout
5. select administrators in left pullout
6. in main page frame you can then Remove the User there

Unfortunately, I could delete remove user myself as admin and all wanted is to deleted auto renewal which wasn't what i expected.

I'm having same issue... I am an Administrator and Site-Admin
- User I'm attempting to remove is in Administrators and Site-Admins
- I can remove User from Administrators but NOT Site-Admins
- I am unable to remove User's Jira access because of Site-Admins
- User is not a billing contact

I've not tested this on my system, but it looks like you first need to go to the Administration page, select Billing, then click "Manage Contacts" under the Billing Contacts frame. From there you should be able to delete the user from the technical and/or billing contact list, then see if you can remove the user from the site-admin group.

Did you try the answer that I posted on Aug 7? That's what worked for me. It took a little doing to find my Organization page, but after that, the rest was easy.

First, let me suggest that you don't delete the account, just deactivate it. If you delete it then any filters or dashboards he may own will be inaccessible.
To delete or deactivate the account you'll probably need to remove him as a site-admin and make sure he is not a technical or billing contact. You should then be able to proceed.
