I need to enable tagging users in Jira Cloud. I can do it by enabling Browse User global permission to group. But in that case user can see and mention all users active in whole Jira.
How can I limit list of 'users who can be tagged' only to users from the same group or at least project?

Unfortunately, it is not possible to restrict which users/groups can be mentioned in an issue when adding the global permission to Browse users.
We understand your goal here and completely agree with you this is a needful feature if you want to keep some users private from others, so we create the following feature requests:
- Browse Users permission configurable to restrict the browsing of users to specific groups
- Limit User Picker to members of certain groups/roles in System Fields
