For just allow admin to control the addition of issues for active sprints: there is a permission about manage sprints in Jira. But the permission allows the actions about the sprint such as: creating, starting, completing, reopening, reordering, deleting, editing sprints information, moving the sprint footer. So, if you would like to prevent users from doing this, please restrict their Schedule Issues and/or Edit Issues permissions.
I think you can't allow user add issue to inactive sprints without allow permission for them. But if you allow the permission to do so, they can also control the action of adding issue to active sprints.

But team managers want to reduce uncontrolled Requirements Changes.

Editing the description of issues in an active sprint is not even allowed, only allow administrators to do.

For your case, I think you should grant Edit issue permission for those who want to edit issue. (If you want to restrict them from adding issue to sprint, you shouldn't grant Schedule issue permission as well)
