Can anyone help he How to restrict jira user from creating projects in JIRA cloud? In my case the users are able to create projects with agility template only . I completely want to restrict any users from creating a project (other than jira admin)

Since you're using Jira Cloud, you need to remove Create independent projects permission from users, see documentation. Otherwise, even though users don't have administration rights, they can create these agility projects.

It has actually changed since last year, independent projects are now called next-gen projects. If you want to remove permission to create such projects, you need to remove the Create next-gen projects permission:

@Manon Soubies-Camy Is the non-registered and anonymous users permission a default one? It would be very surprising for *any* instance owner to want such a default setting. We just had to remove this permission in our cloud instance - this relaxation created havoc.

You need to take away the JIRA Administators global permission. see the following link for more detial:
