There is also this article that walks through the process depending on whether the sprint is in planning, active, or completed. It does mention needing the Manage Sprints permission.

I am also on server 7.3.1.
If i click on the 3 dots which you have highlighted in my screenshot i got above attached screen.
I have manage sprint permissions as well as am Jira Admin.

In backlog screen it doesn't shows like it is future or Active sprint.

Since your sprints have dates, I think they have been started. Please click on Active Sprints and see if they appear. If they are there and you want to delete them, you'll have to complete them and then remove them using the sprint report.

I checked sprint is present on Acrive sprints board.
And i have closed the issue like I mean to say sprint start date Apr -01-2020 and End date Apr-02-2020.
But still that cog icon is not available.
Please find the attached screenshots for your reference. Let me know whethet am i going in wrong way.
Anyhow, you are also using the Jira server so, try to check whether it is avilable for you or not ?

I am on JIRA Cloud.
I made a sample project on my instance and with an active sprint, I get the cog icon.
The only thing I can think of is to check your permissions for this project to make sure they didn't get altered somehow.
