Is is possible to export and import all issues / tickets (with attachments) and projects to a different JIRA account.
If so, how?
Use the export (CSV All fields) and import functionality to perform the action. When exporting the CSV, there is a column 'Attachment' that contains the URL of the saved attachment. Map all fields in the export csv to the fields in the new JIRA instance.
If it contains sub task, make sure the parent task is first imported to the new JIRA project and then import the sub task.
Export and Import options are available in the menu on the Issue filter page.

What about the details of different users raising and working on tickets, will their details be expored as well?

Please check the above documentation. Attachments can also be exported and imported. The details like assignee, reporter etc can also be exported.
Better to use the External System Import option from JIRA settings. All JIRA administrators will have access to this Import method.
Navigation: JIRA Settings > System > Import and Export > External System Import

Hi,
I have tried exporting and importing attachments. It shows a blank thumbnail of the attachment, however i am not able to open it. All attachments show up as 5KB in size .
Error message" Ouch! We cant load the image. "
