Essentially, they are wanting a field like the Component field but having a value list from other system and custom fields used in the project. Fields like Reporter, Created Date, Resolution, Assignee etc...

What do you mean by "having value list from other system"
You want to populate values from other jira instance? or some external DB or tool?

Other data fields within Jira used in the project. Similar to the Component field. When a project has multiple components, the Component field lists them for selection in an issue.

Right: I think the project lead was hoping it would be a dynamic field that would automatically update as values were added in the fields being polled. I can do what they want using a SQL Select DISTINCT statement, but not seeing any possibility in JQL -- even at that if there were a way to create a new field with values based on a JQL clause, that JQL would have to be run at every screen rendering of the field. I will tell the project lead that it is not possible. Thank you sir!

If you can get the values using SQL select Database query then there is third party plugin called Element Connect which you can used to have a custom field with values fetch using DB query.

Thank you Juliette however, our company is prohibited from using the Cloud version of Atlassian products & will migrate to their data Center versions. We are also not in the market to increase our financial outlay for Atlassian products and their related add-ons since we're already breaking budgets trying to stay current with the functions that used to be included. In this instance, The custom field we would create would be populated with data from within the same instance (not external). While I can extract the data from the Jira database using the database console, I was looking to create the select list custom field that would offer the query results as the list of options. We will continue to look for alternatives and do without if necessary. Thanks again.

No problem, I understand. If you'd like to pull data from Jira fields from the same Jira instance, you may configure a Jira REST API data source and have a connected item retrieve the relevant values.
