I am trying to prevent a group from creating and moving on a single board in a project but they need to be able to create and move the cards on the other boards. I can't seem to find a way to do this and am hoping someone else has found a way to do this for a group?

No, because it would be nonsense.
A board is a view of a set of issues, not a container. If you did permissions by board, they would be utterly useless, as I could find myself with a board where I can't do X, so I could go to another and do it. That's just wrong.
Permissions are done by the project that contains the issue. This means a permission is consistent for each issue, and the boards reflect that.
I think you need to go back to the people asking for this and ask them why they've dreamt up such nonsense.
They have a Kanban Board that they want to only have permissions for Project Leads to move but not the developers nor the client users, although they may move on the Scrum board.

Out of the box it is not possible to restrict the possibility of transitions within a board.
If the other users do not need to see this board you can change the groups where you share the board with and create a dedicated group with people for this board.
If the users need to see the board but are not allowed to perform the transitions, i assume that the transitions of that board are in none of the other boards, you should probably define some restrictions in your workflow.

Thanks but this is not what they want, they want to give the client users and developers Read only rights for the Kanban board but also to be able to move and create on the scrum.
