In short, I'm curious if there's a way, probably via cron job, to schedule an addon to only be available to users during certain timeframes.

As far as I know, enabling or disabling apps in Jira requires manual intervention by administrators. However, I do believe that the automatic enabling or disabling of apps is not advisable, as this should be a decision made by an administrator who can carefully evaluate and consider the implications.
I agree, generally speaking. I do have a specific use case where I'm mandated to install an addon that has potential to cause slowness in our system (and has at least once hung our Cert environment) if those users make poor choices with their config. My hope was to be able to say "yes, we have this addon, but it is only usable outside normal business hours".
In either case, I think you're right. Since it's a bad idea under most circumstances it's probably a bad idea under all circumstances, so I'll have to use the threat of revoked privileges to ensure those users make good choices. :D
