i wonder if somebody is using a JIRA test enviroment in order to tell me how is licensing system. is the same as the production? i mean, if a hve 100 users y should pay for 100 users in test in spite of only3 or 4 users will access to test?

It's not widely announced, but if you have a commercial licence for Jira at 25 users or above, then you also have a "developer" licence.

You can get this by going to your my.atlassian.com account, finding the Jira licence key and looking at the links beneath it - one of them is "developer licence" and it'll simply pop up a box with a new licence key for you.

I have got 100 user licence, does it mean that i have test enviroment as well?

No, you have a developer licence for 100 users. That can be used in a test system if you choose to build one.
