I need JSM Requests to go to an existing project board to be worked by the Scrum Teams. If you use filtering to accomplish this do all the team members need a JSM license to manage the ticket? Is there a better way to accomplish this (the other way I found is to clone the ticket and link them with the automation?

Unfortunately if you work on a JSM ticket, you have to be a service agent (and you have to have a license to do that). We also use the cloning method and link the tickets via automation.
