When you try to transition an issue, the following message appears

  1. Stop JIRA Server.
  2. Bitbucket Server 5.0+
    1. Remove the server.secure=true attribute from $JIRA_HOME/shared/bitbucket.properties
  3. Bitbucket Server 4.x and below
    1. Remove the secure="true" attribute and value from: $JIRA_HOME/shared/server.xml 
  4. Start JIRA Server.

Oh, Cloud... I strongly advise to contact Atlassian support, since while there are known issues and workarounds for Server, no one has access to Cloud backend, thus only support can help even to debug this issue.
