We use Scriprunner and Automation Rules addons. All automation works using my personal userid. Users got the changes in logs and think that I have made some changes personally and can ask me some questions.
So, we think to create the new special admin account named Jira Bot. However, we don't have enough licences for Jira Software.
I noticed that we are not using Jira Core licenses at all. My question is whether we can create the Jira Core user and give admins permissions for them to run the automation rules.
Yes it is possible.
Well, I have checked. If you create the Jira Core User, it will require the Jira Core license. If you give them admin rights, the license will be changed to Jira Software.
So, the admin always requires the Jira Software license.

If you don't use Agile/Kanban methodology in your jira, you don't need provide jira software license for new bot-user.
