Jira Server: If an Issue is moved to Backlog can its state be changed to OPEN?

We are using Jira Server v8.5.3   Our customer notes that whenever they move an Issue to Backlog it remains in the state it was in when it was originally moved. 

They are asking if it is possible to have the state, whatever the state might be at the time of the Issue being moved to BACKLOG, changed to OPEN, i.e., the 1st workflow state.

If there is any documentation I should read concerning this, please let me know.

It can be done only with 3rd party plugin.

You can code it with Scriptrunner

or easier way is with "Automation for Jira"
