I need you to confirm a question I have in my head although I think I know the answer.
Let's imagine that we have two Jira Cloud Sites independent of each other. In the event that a user of Site-1, who consumes Atlassian license of the products of that Site, accesses Site-2 and is given access to the products of that Site-2, would the user be consuming license of the Corresponding products on both sides, right? That is, in both Site-1 and Site-2 the user consumes license, in both Sites.

As Walter stated and I am confirming the validity of it, a user needs to consumer one license per instance if he/she wants to work there. So the moment you are giving him product access to any site, that user consumes a license.
