Logging work on an issue

Hi guys, 
I want to set restrictions for logging work. I want only the assignee of the issue to log work on that issue, not any user.
Please, tell me how to do that, if it is possible?

The permission scheme for the project determines who can log work on issues in it.  Assignee is one of the dynamic roles you can use.
