Move issues to another project without permission

We are currently working on deploying JSM within our University, and we will have projects that have permissions specific to those groups. Is there a way to allow users to move an issue into a project that they do not have permission for?

To illustrate this, our HR department would want to keep the contents of their tickets private to the rest of the University, but another group may receive a request intended for HR. They would like to be able to just move that ticket to HR, even if they can't see it after the move.

No, you need permission to create issues in the target project (and move permission in the source project)

But you wouldn't need "view" permission in the target, if you wanted things to vanish when moved.
