When did you create this site? And at what tier?
I have a FREE site (for testing) created in November 20, 2024 that has the new UI.
(I was mistaken - I was looking at at Team-Managed Project, which has many of the same UI elements within Projects.)
However my other FREE site created years ago does not have the new UI.
A trial site I created today does have the new UI.
So I believe there was some cut-off date for when sites would get the new UI. Also free sites have the least amount of control/delay for when they get the new UI.
Unfortunately, I do not believe there is an option to go back.

@Alex Ortiz definitely called it correctly when he said people would have trouble finding Project Settings.
Settings have moved under [...] buttons next to the project name up top, and in the side navigation:
