Time Zone difference in flow JIRA

Our team is in Shanghai. I made some change and comments in Flow JIRA at 10 o'clock and I can see my previous action from the history tab of Flow JIRA. They were modified indeed at 10 o'clock. But from my colleagues' computer, it showed to me that I made the modification at 3 o'clock. I don't know why. Hope somebody of you can help me to figure out what is the root cause of this problem. It is because your colleague is using different time zone. you can modify the timezone - Navigate to your profile right corner of the menu bar and select profile. then you will see the preferences section in the page and there is a  field for Time Zone

You can also modify the user default timezone to system default - Administration > System > General Configuration

But what if the timezone for the project is wrong. We receive updates now for Jira during the day because our time-zone is wrong. Where can we change this?

Administrators can set the default timezone of JIRA by navigating to JIRA Settings > System > General Configuration > Edit Settings and change the field Default User Timezone, however, it will be applied for all users.
