Timezone Error

I asked that before but now I made the problem more specified. Our O/S is linux debian 9 and tz is "Europe/Istanbul" and Jira version 17.3 and the details are below.

The problem started after the Jira 17.3 update. Frontend dates are acting like the time zone is UTC+2 ; here is an example;

When I select a date then confirm it, Jira shows the date -1 day. but hte db record is correct.

And when I change the db record as follow (adding 1 hour);

Jira shows correct date;

So I tried to change jira UTC+2, updating java tz file but both of them are not fixed the problem.

Any other advise?

one year passed still joda not updated, updating joda manually solves the problem. Embedded tz data of joda library that comes with jira is outdated.
