Unable to Create or Edit a Workflow

I am a JIRA Admin on my project and because of which I could create Components, Versions, provide access to the Kanban Boards, Dashboards etc.  But I don't see any button or a way to create or edit an existing workflow.  Could someone please help me understand what could be the reason for those options i.e. Create or Edit Workflow not visible to me?

Hi

In Jira project admin is different and jira admin is different.

Project admin can create component's , versions and give permissions but you cant edit the workflow you need to be a jira application admin to do that .

But being a JIRA Admin, I am able to create Components/Versions and give permissions.  My Manager created the project on JIRA but again, in most of the documentation, I learnt that if I have to create a Workflow, then I have to be a JIRA ADMIN.
