I'm unable to create a new board for any existing projects, it keep showing
I'm already in administrator role for our jira cloud account and project lead for the project.

I think you don't have Create share Object permission.

Hello, I am having the same problem.
what I did was:
1. created a new scrum board
2. added a new field to stories
3. started the first sprint
4. on the next day now one was able to see the boards or access anything

If you have Jira administrator access, then please check which group you are part of from user management.
Once you get the group name, then System > Global permission
Go to bottom of the page and select the permissions (Create shared object) and group(you are part of).
This will make sure the user part of that group will able to create Shared objects like board.
If you do not have Jira admin access, then please share this info with your Jira admin.

I'm an Administrator on a JIRA Cloud.
I faced the same issue, but unfortunately I cannot find the (Create shared object) even following instructions you mentioned above.

On Cloud I checked it should be Share dashboards and filters permission.
