Can you provide us with an example of the import data, and a screen image that shows the import data to Jira field mapping you are setting when you import.
Are you trying to link the Test Case to the Epic using the generic issue linking functionality available in Jira, or are you trying to make the Test Case a Child Issue of the Epic?

How did you navigate to the Import Issues option? I know of two ways it is accessible by default:
1. From the Advanced Issue Search
2. From the Administer System screen
Is the Test issue type a custom issue type you created in your Jira Instance, or was it added to the instance by adding a third party app for test management?
You said the upload works in some projects and not others. Are all the projects Company Managed projects or all Team Managed projects? If they are not all the same type of project, is it consistently failing for all projects of one type?

I navigate to import issues by selecting -> Apps dropdown -> X-ray -> scroll to the bottom and select "test Case importer".
The test issue type is an X-ray test case and was created by the X-ray app. The projects are all company-managed.
Should this issue be directed to X-ray?

Since Xray has provide a custom import solution, yes, I would suggest reaching out to their support on this. You could also try starting a new thread for this topic and in the summary specify you are using the Xray importer. That will get your query to the top of the community again and may catch the eye of other community members that have Xray.
I don't have Xray in my instance, so I won't be able to experiment to help debug this more.
