There is this documentation for automatically syncing users from entra id (including creating them, e.g when they are added to a group in entra id: https://learn.microsoft.com/en-us/entra/identity/saas-apps/atlassian-cloud-provisioning-tutorial.
For adding JSM customers to multiple projects automatically, I think you can add groups into jsm customer roles in the project settings. Although I think its currently hidden for team managed projects - there is a workaround: https://confluence.atlassian.com/jirakb/add-a-group-to-service-desk-customer-role-in-a-team-managed-jsm-project-1235851188.html. For company managed JSM projects you can add the group to the customer role directly.
