One of Jira user is having all relevant permission like others to create issues, he is not able to add some issue types like New Feature, Risk, Fast Fallout to create ticket. Other users with similar permission able to create issues with those issue types.
I am unable to identify the exact rootcause for this issue.

My guess is that they have access to create issues in a different project, which has a different set of issue types available in it.

The user has access to this project only because in the project permission I have given permission to create, view and edit issues to the specific group named "ABC" the other members from that group can see all the issue types while creating any ticket accept him. He is new in to the team The ticket he wants to create is his 1st ticket on Jira instance.
I also cross check with permission helper on Jira and he has same permission as others who already created ticket before and have access to the specific issue type.
I don't want to make any changes in issue type permission scheme as it is working as expected for all other users.
I also asked him to restart PC OR try it on Incognito Chrome but still facing that issue.
So I am unable find out exact cause.

Could you describe "can not create" please?
Is the user offered the issue type drop-down when they click "create"? Does the create window not appear? Is there a penguin growling at them when they reach for the create button? Can they enter stuff, but get an error after entering the issue details and clicking create?

Yes, user can click on create issue, after that he is not able to see specific issue type in dropdown window like New Feature, Risk, Fast Fallout to create ticket which is also associated with that issue permission scheme.
P.S- He can create ticket with Other issue types like Bug, Story as it shown in attached picture, but not able to get option for new feature, Risk in dropdown menu.

The screenshot is showing a list of issue types that are valid in this project. My best guess is that features, risks etc simply weren't configured for the project (the issue type scheme did not have them)

@Nic Brough -Adaptavist- Good catch Nic.. I was setting up the issue types in top right settings (I believe Admin settings) but it worked on the individual project settings when I added them. I thought after adding to the general settings it should reflect in individual projects, but it didn't.
