As an ORG Admin, Site Admin, and/or JIRA Admin... Is there a way to see ALL Filters and Dashboards? I get only being able to view your own or shared filters and dashboards standard User, but there has got to be a way to "manage" this as an admin.

You need to go into Jira Settings and open Dashboards / Filter from there. For some edits you'll have to make yourself the owner and change it back afterwards. You can use "." Shortcut for Searching the Administration.
So: No Org/Site Admin required, just Jira-Admin (note, that there is a general Jira Admin and possibly Jira-Software and Jira-Servicemanagement Admin roles if you have more products).

I figured out why I could view all of my Dashboards. It looks like JIRA deleted about 10 dashboards all at the same time. Not sure what that is, but I am looking into that now.

check the Audit Log. Jira doesn't *just* delete anything. There would have been some sort of user interaction.
