One of the single users have this permissions on Service desk project (he has software licence)
But can't add watcher to the issue (User XXX is not allowed to add watchers to issue 'task number'

Is that user under the service desk agent project role?
And one more thing is that manage watcher permission, browse user permission

Status: User has the 'Manage Watchers' permission.
It means it should work. I am sorry I don't know why he can't manage watchers.
