Issues remain in JIRA with an inactive user. On server, you can find issues using an advanced search and JQL "assignee =" username or use a plugin.

On cloud, you can use the basic search.

In my experience once the reporter or assignee is deactivated, the issues associated with those users can  only be edited if the reporter/assignee is changed to an active user, which is all kinds of dumb.

I am on server and can edit and update inactive user's issues without re-assigning. It may be permissions thing based.
