Someone has deleted one of our boards - to help me track down the culprit it would help to know what permissions they would have needed. I can't find this information anywhere in the documentation.
You can also check the system audit log.

If you are talking about deleting a board from a project in jira, and if it has issues that belongs to only that particular project, then you would need following two permissions:
- board administrator
- Project administrator

No, the Jira Admin does not inherently have the permissions. They have only what is granted by the Permission Scheme in this case.

As a user only, the one who created board and just an board admin, but not the project admin - can they delete the board?
