Have you checked the notification scheme for that project more specifically the "An issue is edited"? Have the users checked their personal settings > notifications for projects and issues and the Default notification settings?

If you are Jira admin, then go to project settings --> Notifications
Verify is the intended user is part of notification type "A comment is edited".
