I have one item in my Structure Gantt that does not allow me to manually schedule it. It is set up the same as the others. I can't figure out what is different about it

This is Alexey from ALM Works.
The item you've mentioned is a Group, and not a regular Task or Milestone: Groups looks like square brackets. Group schedule (including start and duration) is determined by the group content, i.e. tasks and milestones that are part of this group. It is currently impossible to control group position anyhow except with adjusting position of its child elements (group's children are determined by WBS hierarchy).
In our backlog, there is an improvement related to ability to define group constraints. As soon as it is implemented, it should be possible to control groups position more flexible way.

The text in the square brackets are just a part of the title - it's not a group - it's an initiative issue type like all the others with Feature child issues. I've not set up any groups at all.

Nevertheless, I just removed it and re-added it and now it seems like I can manually schedule it.

Sorry for the confusion, I didn't meant "text in square brackets", but that element that "looks like a square bracket" (similar to the one arrow points at):

By WBS I mean Work Breakdown Structure -- the task hierarchy visible in the left panel (opposite to the Gantt chart itself).
