Yes, this was a problem last week, Atlassian say they've fixed it.

I'd also like to better understand the problem that happened here. And what was the scope of this problem?
Should I contact all the users in my tenant? Or is it just Atlassian Community Members who got these emails (I got 5)?

Yes this was seen by many of us and has been reported and dealt with. the user should not have shared filters with the Community and has been contacted.
