×When I add a new member it says i need to upgrade my plan. I've never had this issue before. Please help

Indeed you have reach your paid seats plan and you need to either upgrade your plan, or remove existing users. To remove existing users follow the instructions found here: https://support.atlassian.com/user-management/docs/remove-product-access-for-users/
It sounds like you're encountering a limitation related to adding new members to your plan.

It says License Limit reached and I've tried to revoke about 5 of our users already and same error

Maybe you didn´t fully revoke them, maybe you did it just from the one Project?
