The first thing is please avoid sharing email IDs on online forums.

Coming back to the access to the confluence site, are other users in the site able to access the site? What is the error the user gets when accessing acnguidetothegalaxy.atlassian.net/wiki

If the user has never accessed the site, more likely the user does not have product access for confluence.
