If you have installed/self hosted jira server on your local machine then you can access it using http://hostname:port_number

Ex : http://localhost:8080

Ok, then check if the jira server has been started or not? if yes, then while starting the jira itself it will show you the access URL.

How has jira server been installed service or without service?

on which OS you have been hosted jira application server?

on windows 10.it has been installed as service

ok. click on windows button and search for services.msc and see the status of jira application and try to restart it again.
