Rule to transition issue

I have one rule that when an issue is created it sets the Manager field

Then based of this rule, I have another rule (triggered on the above rule when Manager field changes to set the Approver field and transition the issue to Waiting for Approval.

My issue is that I have 2 transitions that go to the Waiting for Approval.. 1) Waiting for Approval and is transitioned to from the status 'Set Approver' and 2) Reassign Approver which is transitioned back to Waiting for Approval meaning the current status is Waiting for Approval and have a transition called 'Reassign Approver' which prompts the user for a new approver and loops back to the status Waiting for Approver'

The issue is when I run the rule to transition the issue to Waiting for Approval, it runs both of the transitions post conditions above.

How can I set the rule to run the 'Waiting for Approval' transition only and not both?  I have tried all different inputs for the rule "Transition Matches" but cannot find the correct format to use.  Any help would be appreciated.
