We have 2 jira cloud instances
When a ticket is created in Project 1 in Instance 1, the same ticket should be created in particular project in Instance 2
Is this possible?

The ticket will out-of-the-box be fully bi-directionally syncronized, which means, if a field gets updated on either side, it will automatically update on the other side, you can change this to make it uni-directional if you so please.

As Jack already mentioned complex synchronization between two separate instances usually requires using 3rd party app. There are a couple of them available on Atlassian Marketplace.
These extensions let you create tickets automatically and copy over the issue data as custom field values, attachments, or comments. You can also configure them to synchronize statuses between the projects. The apps offer a 30-day free trial or even free demo sessions so you can check by yourself if it meets your needs.

There is a limited amount of syncing that could be achieved using Automation + create by mail but I don't believe it would meet your needs. For true sync you need to look ate an addon, e.g. Backbone
disclaimer - I have not used the example add-on and there are other options out there so you should research if you decide to go with an add-on.
