Indeed, you can migrate issues to a new project using the CSV Import mechanism available in JIRA. See here for more information on this process: Importing Data from CSV

It's a bit of a long and tedious process, but this is the best that Atlassian has to offer in order to retain a full project's perspective in your OnDemand instance.

Awww, okay. Good luck in your process, and just one last piece of advice. It is best to tell your users that you are going to perform a merge/transfer of data between instances, so it's best not to create/update/delete any data from both instances to avoid inconsistencies. :)

Question: Instead of migrating, would it be easier to create a new project and import the issues? I see folks referencing CSV export/import -- is that available for OnDemand? Note, I see where to export issues, but can't find a way to import.

Yes as Justin elaborated and the comment earlier on, the project import is a little bit more involved as it involves taking a whole backup of the instance and doing the project import feature but it pays in the sense that you will not loose comments or attachments..

Nevertheless, I would still go through the hassle to perform the project import as that would be the best way to retain data. :D
